If you’re new to driving in Metro Manila, number coding can seem confusing at first. Here’s how it actually works — no jargon, just what you need to know before you get behind the wheel.
What is the UVVRP?
UVVRP stands for the Unified Vehicular Volume Reduction Program — better known as “number coding.” It’s been in place since the mid-1990s as a way to reduce traffic congestion in Metro Manila. The idea is simple: each weekday, vehicles with certain plate number endings are restricted from major roads during peak hours, which takes roughly a fifth of cars off the road on any given day.
How the plate-ending schedule works
Your coding day is determined by the last digit of your plate number:

| Thursday | 7 and 8 |
| Friday | 9 and 0 |
So if your plate ends in 5, Wednesday is your coding day. If it ends in 0, it’s Friday.
Coding hours vs window hours
On your coding day, you’re banned from covered roads during coding hours: 7:00–10:00 AM and 5:00–8:00 PM. But there’s a midday break — window hours from 10:01 AM to 4:59 PM — when coded vehicles are allowed on most roads. Think of it as two rush-hour bans with a free window in between.
One big exception: Makati has no window hours. On your coding day, coded vehicles are banned in Makati from 7:00 AM to 7:00 PM straight.
Who is exempt?
Motorcycles are generally exempt from number coding — though you should verify this against current MMDA guidelines, as rules can change. Coding is also automatically suspended on Saturdays, Sundays, and public holidays. The MMDA may announce additional suspensions during storms, holidays, or special events.
