What Is the No Contact Apprehension Policy?

NCAP is the MMDA’s camera-based enforcement system. Instead of a traffic enforcer stopping you at the roadside, CCTV cameras record traffic violations — such as beating the red light, illegal turns, or lane violations — and the ticket is issued without a physical apprehension.

Which Roads Does NCAP Cover?

NCAP covers major Metro Manila thoroughfares under MMDA jurisdiction, including EDSA and other major roads monitored by the MMDA’s CCTV network. Some local government units also run their own camera-based apprehension programs on city roads.

How Violations Are Recorded and How You Are Notified

When a camera captures a suspected violation, the footage is reviewed and validated before a notice of violation is issued to the vehicle’s registered owner. Notifications have historically been sent by mail to the address on record with the LTO — which is one more reason to keep your vehicle registration details up to date.

How to Check and Settle NCAP Fines

Drivers can check whether their vehicle has NCAP violations through the MMDA’s official online channels and settle fines through authorized payment centers or online payment options. Unpaid violations can cause problems when renewing your vehicle registration, so settle them before your registration date.

The NCAP program’s status has changed over time — it has been suspended and reinstated at different points. Verify current coverage, procedures, and fine amounts on the MMDA’s official channels before assuming how it works today.
